Use "can" to ask for permission or to give permission.

In "Can I open the window?" the word "Can" starts the question and asks about permission. "I" is the person speaking, and "open" is the base verb, so do not add "to". "The window" is the thing the speaker wants to open. Japanese usually puts the permission idea at the end, like "窓を開けてもいいですか", but English puts "can" at the front. You can also say "You can open the window." when you give permission.
