Use the present perfect passive when the result is important, but the doer is not important. It often means that something was done before now, and the effect is still true now.
For example, "The windows have not been opened." Here "The windows" is the thing affected. "Have not been" shows the present perfect passive, and "opened" is the past participle. In Japanese, you may often leave out the doer too, but English still needs "been" in the passive form.
今の結果が大事で、だれがしたかは大事ではないときに現在完了受動態を使います。多くの場合、今より前に何かが行われ、その結果が今も続いていることを表します。
例えば "The windows have not been opened." では、"The windows" が影響を受けるものです。"have not been" が現在完了受動態を表し、"opened" は過去分詞です。日本語でも行為者を言わないことは多いですが、英語では受動態に必ず "been" が入ります。

よくある間違い
Japanese learners often forget "been" and say "The report has finished." But in the passive, you need "has been finished." Another common mistake is using the wrong verb form, such as "The windows have not open." The correct form is "The windows have not been opened."
日本人学習者は "been" を抜かして "The report has finished." のように言いがちですが、受動態では "has been finished" が必要です。また、"The windows have not open." のように動詞の形を間違えることもあります。正しくは "The windows have not been opened." です。
