A proposed law or bill submitted to a government legislature (such as a congress or senate) by groups of individuals that are are advocates of what is contained in the proposal, and officially empowered to enact laws. In a democracy like in the United States, multiple legislative bodies must ratify legislation before it is presented to the president for his signature.  

  1. The legislation was stalled in Congress for six months by politicians that were not willing to compromise.
